Mr. Forst specializes in issues relating to the taxation of international transactions. Mr. Forst is the author of numerous articles relating to international tax topics, including "The Service Gets Aggressive: Why Taxpayers Need To Pay Attention To FSAs," Journal of Taxation 95 (July 2001);"Final Section 367(b) Regulations" Mergers and Acquisitions (July 2000), "New Rules End Speculation About Sourcing of Losses From Stock and Other Personal Property" Journal of Taxation (May 1999), and "The Continuing Vitality of Sourced Based Taxation in the Electronic Age" Tax Notes International (Nov. 3, 1997). Mr. Forst has chaired numerous tax seminars, and has taught law school courses on various tax topics.

Mr. Forst graduated with an A.B. degree, cum laude, from the Woodrow Wilson School of Public and International Affairs at Princeton University and received his J.D., with distinction, from Stanford Law School.
