Elena Ceballos is a member of Asset Based Transactions Practice at Mercer Management Consulting. Since 1999, Mercer has provided valuation and service contract opinions on over sixty domestic and cross-border transactions totaling over $18 Billion. Her experience with Asset Based Transaction Practice includes lease-to-service transactions involving rail infrastructure, qualified technological equipment (QTE), rail and bus rolling stock and petrochemical infrastructure. Additional experience includes consulting on private equity transactions and review of potential privatization scenarios for state-run infrastructure.  Ms. Ceballos holds an M.B.A. from the Amos Tuck School of Business at Dartmouth College, an M.A. from Bryn Mawr College, and a B.A. from Moscow State University.
