Kai C. T. Hielscher is a Partner in the Deloitte & Touche LLP Chicago Office.  He has just moved from Tokyo to Chicago to head up the TP Practice in the Central Sector.  Prior to joining the Chicago office Dr. Hielscher headed up the Deloitte Touche Tohmatsu in Tokyo as the lead economist of the firm’s Japanese National Transfer Pricing Team.  Prior to his transfer, he served in the National Economics Group of Deloitte and Touche LLP in Washington, DC.  Dr. Hielscher has worked as project leader or lead economist on a wide variety of transfer pricing cases that include bilateral advance pricing agreements, audit defense, appeals processes, planning projects, business strategy reviews and documentation engagements.  He has served first-tier Japanese, German and U.S. multinational clients from many industries focusing on pharmaceuticals, trading services, and electronics.  Dr. Hielscher was selected as one of the World’s Leading transfer pricing advisers in 2001 by Euromoney / International Tax Review.  Dr. Hielscher has extensive experience as a university instructor of micro-economics at college and graduate school levels.  He grew up in Japan and Germany, and is a native speaker of both Japanese and German.  Dr. Hielscher has obtained his Ph.D. in Economics from the University of Washington, U.S., with a thesis on International Trade Theory.  He has an undergraduate degree in Economics and Japanese Studies from the University of Tübingen in Germany.
